Legislative Update: Bill 42 and Bill 27 – A New Era for Workplace Safety and Inclusion in Québec
Two major legislative changes are reshaping how Québec employers must address workplace health, safety, and inclusion.
Bill 42 – Act to prevent and fight psychological harassment and sexual violence in the workplace
Now in force, Bill 42 strengthens employer obligations to prevent and address sexual and psychological harassment. It expands definitions under Québec’s Occupational Health and Safety Act, mandates updates to harassment-prevention policies, and introduces new training, reporting, and record-keeping requirements.
Bill 27 – Act to Modernize the Occupational Health and Safety Regime
As of October 6, 2025, Bill 27 requires employers to formally address psychosocial risks — including stress, harassment, workload, isolation, and lack of recognition — within their health and safety programs. Larger employers must create Health & Safety Committees, while smaller ones must designate liaison officers responsible for prevention and oversight.
